Most of the housing between Covington and Mandeville went up after 2005 in the subdivisions off Highways 21, 1085, and 1088: tight envelope, foam insulation, the air handler in the attic, the house sealed and cooled from March to November. A house like that holds water in as well as it holds cool air in, so a sweating supply line or a backed-up drain line has no dry season. Around the edges sit the older cases — raised cottages in Old Mandeville that took Katrina’s surge, houses along the Tchefuncte and the Bogue Falaya that flood from the river, and pine-shaded lots in Abita Springs and Folsom where the ground under the house stays damp. The first visit is about the water, not the stain: the room, the discolored material, moisture readings on the drywall and the framing behind it, and where the water came from. Then we tell you which sheets come out, which studs get cleaned, and what has to change for the removal to hold. We do remediation only — Louisiana law keeps the assessor and the remediator on the same property as separate companies, so we don’t test or assess, and stopping the water is work for the contractors we work with.
